It basically outlines a proposel for a mandatory two year militar or civil defense service for any American citizen between 18 and 26, women included. It seems unlikely that a draft bill introduced by a retiring Democratic senator is going to go anywhere.

There's a major congressional election in two years. You won't see a draft before then, if at all.
