This is really interesting because it refers to old SW scripts where certain core worlds pay the Chancellor for protection under the concept of an EMPIRE. Palpatine has obviously announced to the Senate that any further protection of systems must be done so under payment to the EMPIRE. PH stated that the Senate controls the wars that rage and that no doubt tips the balance of democracy. Palpatine is allowing the Senate to hand him an Empire. Fucking clever.
