If I remember correctly: Obi-Wan fights these guys on a walkway overlooking a new planet. There are four of them and they are all stuntmen filling in for the new species.

Ooh! It's Palpatine, Anakin and Obi-Wan AFTER they have rescude the Chancellor.

Notice that there is no cloaks...which means this is later in the events. Artoo has already arrived. It must also be after the flooded engine room.

It does appear that Palpatine may be held in the Cell Blocks as I heard...cool.

Maybe Anakin has come to think he's not the Chosen One after all, maybe it's Palpatine, in his mind?

He did just recently see Palps fry one of the best there is (Mace), just about proving his "superiority" to Anakin, and with Palpatine probably twisting the situation as much to his advantage as possible, he might have convinced Anakin he (Palps) is the right guy to balance things.
