Doesn't he just keep the sabers in the pockets on his cape from what we've seen in some pictures from the moive? From what we can tell it seems the original idea of him holding the sabers on a belt was discarded. Maybe they didn't know about this in time for packaging. Which is possible considering how late work on Grievous began.
