Based on his conversation with Anakin regarding his old master it seems safe to assume that either Palpatine or Plagueis created Anakin from midichlorians.

I thought he was concieved by them in Shmi?

I don't think Sidous even thought about having Anakin as apprentice until he saw how gifted he was.

What does the conversation say that would lead you to believe that?? Im not saying your wrong, I just havent seen (read) the conversation, so I am really curious as to what it says.
